Who We Are
The University of California FCE, Inc. is a collaborative institution dedicated to supporting U.S. citizens and immigrants in achieving their goals through partnerships with social service agencies, non-profit organizations, and associations.
Established on August 20, 2001, under the Non-Profit Public Benefit Corporation Law, the University of California FCE, Inc. is dedicated to serving public and charitable purposes. It operates under the Internal Revenue Service Tax-Exempt Status 509(a)(1) (DLN: 1705306022002) and is registered with California Franchise Tax Board Code Section 23801(d). Additionally, it is registered with the State of California Registry of Charitable Trusts.
To enhance its global recognition, legal standing, and long-term sustainability of the NCES Program and Research Degrees, the University of California FCE, Inc. was officially registered and incorporated as a nonprofit institution in the State of Delaware, United States, on January 29, 2025, under File Number 10082539 with perpetual duration. This milestone was made possible through the support of Amorsolo Foundation, Incorporated, with Luis Amorsolo as the incorporator.
To assist low-income and working parents, the Amorsolo Foundation operates Infant Care Centers, Preschools, and Daycare Facilities in partnership with Pathways, Inc., Crystal Stairs, Inc., CalWORKs, CALEARN, Federal Block Grants, Beverly Hills Resource Corporation, high school, and the Beverly Hills RC School.

Our Mission
- To support the needs of the National Curriculum Evaluation Services (NCES), the International Center for Academic Evaluation and Accreditation (ICAE), and UNESCO by certifying Professional Evaluators (PE) who assess curricula and academic programs of state-approved universities, colleges, and schools seeking regional or national accreditation.
- To evaluate the curricula of state-approved universities that apply for regional and national accreditation in the United States.
- To validate foreign credentials and determine the U.S. equivalency of Doctorate, Master’s, Bachelor’s, and Associate degrees, as well as qualification certificates and high school diplomas.
- To operate primarily as an Evaluation & Assessment Institution within the State of California Educational System.
- To provide children in the United States with a strong academic foundation from preschool through high school.
- To assist foreign-educated immigrants in gaining the necessary credentials and resources for a smooth transition into U.S. society.
- To facilitate degree equivalency evaluations in compliance with USCIS Guidelines and the North American Free Trade Agreement (NAFTA) for Canadian and Mexican citizens.
- To offer equivalency degrees through Course Evaluation & Assessment Examinations, with the option of earning a dual (twin) degree from affiliated accredited universities.
- To help individuals meet the academic requirements necessary to obtain a Bachelor of Science (B.S.) or Bachelor of Arts (B.A.) degree, as per United States Citizenship and Immigration Services (USCIS) guidelines.
- To recognize three years of specialized work experience as equivalent to one year of full-time university credit, applicable for immigration and employment purposes
Our Source of Funds
The operational funds of the University of California FCE, Inc – Amorsolo Foundation, Inc. are primarily dedicated to supporting social services, including:
- Free daycare services for low-income single parents
- Free hot meals for selected individuals and groups
- Scholarships to create employment opportunities through the University of California FCE, Inc. credential evaluation and research services
These funds are sourced from the U.S. Department of Education, the U.S. Department of Agriculture, the California Department of Education, the Los Angeles County Department of Public Social Services, private foundation donations, and contributions from individuals like you.
